Network Against Prohibition (NAP) - NT Chapter

The Network Against Prohibition (NAP) is a group dedicated to promoting and protecting the health and human rights of illicit drug users around the globe as well as the rights of those living in communities in developing countries who rely on opium, coca, cannabis etc for their survival! NAP originally formed in Darwin in the Northern Territory of Australia, however, an expansion is underway.

Our platform

The NAP is calling for:

  • The repeal of drug prohibition; essentially the re-legalisation of drugs;
  • The release of all non-violent drug offenders from the Northern Territory Correctional System;
  • A Royal Commission into police, judicial and governmental corruption in the Northern Territory;
  • An end to zero tolerance policing of young people;
  • An immediate pardon for all members of the Network Against Prohibition and for associates of NAP who have been found guilty of charges relating to NAP activities; and
  • All current charges faced by NAP members to be withdrawn immediately by the NT Police and the Department of Public Prosecutions.

Meet the NAP Candidates

Scott Richard White: Our candidate for Casuarina


Scott White

Scott White is a former soldier who is the father of two beautiful children. Scott was born in Brisbane (as a result of Cyclone Tracy) and has spent most of his life in the city. He is one of the NAP's founding members and has an avid interest in promoting and protecting human rights. Scott faces jail for his role in the NAP 'Parliament Invasion' of 2002. He will appear in the NT Supreme Court for a jury trial in July this year.

Fiona Bronwyn Clarke: Our candidate for Fannie Bay


Fiona Clarke at the Mindil Beach Markets

Fiona Clarke is 45-years-old, a Libran, mother of 2 adult daughters and a teenage son, and grandmother of 4 adorable little people. Fiona first came to the NT in early 1998 to participate in the Jabiluka protest and fell in love with the place and the people. Fiona is a volunteer with the Territory Users’ Forum (TUF) and is actively involved with the Network Against Prohibition (NAP).

Gary William Meyerhoff: Our candidate for Johnston


Gary Meyerhoff

Gary Meyerhoff is a former Perth youth worker who, after moving to Darwin in 1999, worked at Danila Dilba Aboriginal Health Services. Mr Meyerhoff served in the Royal Australian Navy for three years and has been heavily involved in Australia’s response to the worldwide HIV epidemic. As such, he is a loud proponent of drug law-reform, which he is convinced is the only real way to protect our young people against the possibility of drug-related harm.

Robert Paul Inder-Smith: Our candidate for Millner


Rob Inder-Smith

Rob Inder-Smith is a former print journalist and a founding member of the Network Against Prohibition. In 1999, he became the first journalist ever sacked from the Northern Territory News. Mr Inder-Smith is a voluntary carer for an autistic boy.

Stuart Highway: Our candidate for Nightcliff


Stuart Highway

Stuart Highway has run the Anarchist stall at Nightcliff Markets every Sunday for six years. In 2000, Mr Highway was a voluntary English tutor in East Timor. He has a strong sense of social justice and is well-known for his active role in the East Timor and Aceh human rights issues, as well as the struggle for local long-grasser rights.
